Ryan Moore Named CEO of Behan Communications

Warren County Administrator Ryan R. Moore to Join Firm in Early August
Mark L. Behan, President and Founder of Behan Communications, today announced the appointment of Ryan R. Moore as Chief Executive Officer of the firm. Mr. Moore most recently served as County Administrator of Warren County in upstate New York’s Lake George Region. Mr. Moore will work closely with Mr. Behan and the firm’s vice presidents to serve clients, expand the business, and lead the firm into the future.

As Warren County Administrator, Mr. Moore led the county’s response to the COVID-19 pandemic. He also oversaw Warren County’s roughly 800 employees in 32 departments and was responsible for developing and overseeing the county’s $172 million budget, and developing public policy strategies for and providing advice to the Board of Supervisors. Under his leadership, Warren County’s finances stabilized and its public services increased. Its general fund reserves increased by 88% percent, from $19.5 million to $36.6 million, and the county simultaneously reduced the property tax rate from $3.99 to $3.90 per thousand dollars of assessed value.
Throughout his career, Mr. Moore has been a trusted adviser to federal, state, and local officials of all political parties. Prior to his most recent position, he served as Assistant Budget Director in Westchester County and Deputy County Administrator in Saratoga County. He traveled the country with former New York Governor George Pataki, serving as his principal daily briefer, speechwriter, and communications assistant. He worked with former Massachusetts Governor Bill Weld on his gubernatorial campaign and has worked closely with the administrations of both Governor Kathy Hochul and former Governor Andrew Cuomo. He is a graduate of Saratoga Springs High School and Williams College, where he earned a degree in history and political science. He and his wife Katherine and their daughter Madison reside in Queensbury, NY.

Behan Communications manages communications and community relations for General Electric Co. on one of the largest and most logistically complex environmental cleanup projects ever undertaken in the United States. The firm was chosen by the RACER Trust, one of the largest industrial property owners in the United States, to develop and execute a national public communications strategy related to its remediation and redevelopment of 89 former General Motors locations across the country. The firm led the communications campaign on two successful and highly controversial statewide ballot propositions in New York State.
