
Jeffrey Lovell
Economic Development Advisor
Jeff Lovell is an acknowledged expert on economic development and government relations. He worked at the highest levels of the Executive and Legislative branches of New York State government for over 30 years and was the state's point person in landing billions of dollars in investment throughout New York, notably as the lead negotiator for the package that led to the AMD (later Global Foundries) decision to locate in New York. His clients have included Fortune 100 companies in practice areas including high-tech development, biotech, healthcare, education and workforce development.
As Secretary of the State Senate Finance Committee and Special Advisor to the Majority Leader, Jeff was a principal negotiator on the state's $120 billion budget. From 2003 through 2007, Jeff served as Senior Policy Advisor to Governor George Pataki and directed the development of state policy initiatives on a wide range of issues including tax policy, economic development, education and health care. Recognized as one of the state's leading experts on elementary and higher education, Jeff served for decades as a key advisor to the State Senate Majority on a host of policy areas including K-12 education, higher education, property taxes and professions.
