It has two missions: To clean up industrial contamination on properties formerly owned by General Motors Corp. and to sell them to create jobs and new economic activity.

Soon after RACER was formed, it engaged Behan to develop a national public communications strategy to tell its unique story to prospective buyers, community leaders, elected officials and the news media — with a central focus on jobs and revitalization for communities hard hit by losses in auto manufacturing.
